That reframes the whole problem. You are not trying to beat proximity, which is not possible. You are trying to extend how far your visibility reaches before proximity overrules it. Category, relevance, reviews and authority all widen that radius. A business with weak signals is visible for maybe a mile. The same business with strong ones might hold three or four.
It also changes how you measure. A single ranking number tells you what happens at one point.
